Rwanda Refugees, 1994 – 1997

In late 1996, an insurrection led by Laurent Kabila against the Zairian dictator Mobutu took root in eastern Zaire. The rebellion was supported by the Tutsi dominated Rwandan army, which took the opportunity to attack the refugee camps, seeking reprisals for the 1994 genocide. Hundreds of thousands of refugees returned to Rwanda from Zaire. Thousands of others, however, were led by their leaders, fearful of being held to account for the genocide if they returned, into the interior of Zaire
